Public trust is essential. That means clarity around rights, accountability, and recourse: People should know
when AI is in the loop, how decisions are made, and how to challenge them. Risk-based safeguards, privacy
protections, and auditability are essential to scaling benefits, with explicit human accountability for
consequential decisions – especially where errors carry asymmetric harm. It is still early days, but the data
show a large share of the public remains unwilling to trust AI systems (Exhibit 41).
