Of course, preparedness does not occur overnight and is reflected in the scale of research and investment that
has occurred for years. The United States currently produces almost twice the number of AI models than the
next six countries combined, highlighting its dominance in intellectual capital. At the same time, U.S. private
investment in AI has surged far ahead of peers over the past decade (Exhibit 15, 16, and 17). Together, these
advantages explain why the United States ranks highest on preparedness measures and why productivity gains
may begin to show up there first.
